  • 9 workers immediately hired at Catanduanes job fair

    By Edna Bagadiong VIRAC, Catanduanes --- A total of 247 job seekers participated in the “Trabaho Para Sa Catandungueno Job Fair” held on May 30, 2026, at the Provincial Capitol Dome, where nine applicants were hired on the spot. Job seekers registered for both local and overseas positions offered by participating companies during the event. Additionally, 169 local applicants were recorded as “qualified” after meeting the basic requirements set by employers. These candidates will now move on to the next stages of screening, which include technical tests and final interviews. Twelve other local applicants were classified as near hires—those who passed the initial interview but still needed to submit the requisite documents or undergo a final interview before being formally hired. For the overseas sector, 41 applicants qualified for vacant positions, comprising 19 males and 22 females. To promote safe migration practices, these applicants participated in an on-site pre-employment orientation seminar conducted by the Department of Migrant Workers during the job fair. An additional 15 job seekers abroad have been scheduled for further interviews and technical assessments with foreign employers. The job fair was organized by the provincial government of Catanduanes through the Public Employment Service Office (PESO) in collaboration with the Department of Labor and Employment (DOLE) and the Department of Migrant Workers-Bicol, aiming to bring job-hunting assistance closer to local communities. Eduardo Lovedorial, the DOLE director for Catanduanes, emphasized the importance of job fairs in providing additional employment opportunities. “Job fairs make your job search easier by allowing you to meet employers in one place. They greatly expedite the process of finding a job,” he said “All you need is patience and determination, and I hope you will secure a job that matches your potential and abilities,” he added. Elvie Rose Quintal from the town of Virac expressed her gratitude for the job fair, saying, “After all my preparation and sacrifice, I am one of the fortunate ones hired on the spot by Jollibee as a service crew member. Thank you very much!” Anabel Vargas from Baras also shared her appreciation: “I am grateful for the job fair that was held today.   • Mines bureau issues interim small-scale mining contracts in Bicol

    By Rosalita Manlangit DAET, Camarines Norte --- Seven individuals and organizations have signed their interim small-scale mining contracts during the Mobile One-Stop Shop (MOSS) event organized by the Mines and Geosciences Bureau in the Bicol region (MGB 5). Under the interim small-scale mining contract, miners are given two years to fulfill all their requirements in order to obtain their license. This license will enable them to sell gold to the Bangko Sentral ng Pilipinas (BSP). Among the seven signatories is the Sta. Barbara Small-Scale Miners Association, which consists of 300 members, and is one of the organizations from Camarines Norte that secured an interim small-scale mining contract. “It is a great advantage for us local miners to operate legally because it protects us from mine raids. Having a license allows us to conduct our operations properly here in Camarines Norte,” said Cris Despabiladeras of Parang, Jose Panganiban, who serves as one of the association’s directors. The others who signed contracts were Magkamatao Small Scale Miners Association, Sta. Barbara Small-Scale Miners Association, Barkada’s Small-Scale Mining Association, Samahan ng Mga Minero sa Barangay Tawig, and Green-Gold Small Scale Miners Association, all based in Camarines Norte. Additionally, Terranova 78 Inc. signed a contract to work in “Minahang Bayan” in Masbate province. Tomas Cariño, the director of the BSP South Luzon Regional Office, emphasized that miners with a small-scale mining contract within a Minahang Bayan are legally required to sell gold to the BSP. The price of gold is determined by the international market and is completely tax-free. “MOSS is a major milestone for the MGB because it relaxes the requirements for issuing Small-Scale Mining contracts. Operating without a contract is a major barrier to selling gold to the BSP,” Cariño said. He explained that it is far better to sell gold to the government or the BSP rather than the black market, because they bring it outside the country. In contrast, selling to the government ensures it becomes part of the nation’s gross international reserves. He added that the BSP is currently conducting a feasibility study on establishing a gold-buying station in Camarines Norte. In the meantime, miners can sell their gold to accredited partners. Meanwhile, more than 700 miners attended the MOSS on May 20, 2026, at the Camarines Norte State College (CNSC) gymnasium. The MOSS showcased services of the BSP South Luzon, Department of Labor and Employment, Cooperative Development Authority, and Landbank of the Philippines, all of which presented their respective programs for miners. “We are here to speed the processes and ensure proper environmental protection. We recognize your contribution to our economy, that is why we brought our services closer to you,” said DENR Assistant Secretary for Mining Concerns Michael Cabalda. Cabalda said that Bicol produces 4 kilograms of gold per year, valued at over P15 million. He added that when President Ferdinand Marcos Jr. learned of this data, he was surprised and immediately directed the agency to prioritize streamlining the application process so that miners would no longer struggle to secure a small-scale mining contract. The MOSS in the Bicol Region is the third leg conducted by the MGB for the issuance of Interim Small-Scale Mining contracts. “The influx of gold into the BSP will boost livelihoods in the community and have a significant impact on the country’s overall economy,” Heradez said.   • DOST tech helps Catanduanes abaca farmers fetch higher prices

    By Connie Calipay LEGAZPI CITY --- Science and technology interventions in Catanduanes and Masbate are improving livelihoods, expanding educational opportunities and strengthening community resilience, the Department of Science and Technology (DOST) said Tuesday. In Catanduanes, the province's abaca industry is being supported through locally developed technologies that help farmers improve fiber quality and access better markets, DOST said in a statement. DOST-Catanduanes Provincial Director Marie Grace Molina said farmers in San Miguel town are now producing high-quality S2-grade abaca fibers using the Careyan Abaca Stripping Machine, an innovation supported by the DOST-Technology Application and Promotion Institute (DOST-PTRI). "The stripping process becomes easier, and the fibers produced are finer because of the special serration design of the blade that we use," Molina was quoted as saying. Farmers are now directly supplying their products to AbacaTek, a Mandaluyong-based company engaged in certified abaca textiles manufacturing. "The advantage of this arrangement is that we have established a direct link with the company, allowing farmers to sell their fibers at a higher price per kilogram compared to selling them through dealers," she said. The Careyan Abaca Stripping Knife has been distributed to abaca farmers in Baras town for producing Abaca Pinukpok textiles, a traditional woven fabric that recently secured intellectual property protection for its designs and color patterns. DOST-Catanduanes is pursuing the proposed PHP41-million HATUN Abaca project and has begun constructing the province's first Natural Textile Fiber Innovation Hub at Catanduanes State University through a PHP6.1-million grant from DOST-PTRI. Meanwhile, DOST-Masbate reported gains in expanding access to science education. The agency reached 2,583 students from 37 schools through its Undergraduate Scholarships Caravan and established an additional testing center in San Jacinto, Ticao Island.   • Albay allocates P40M aid for farmers amid El Niño threat

    By Rhaydz Barcia LEGAZPI CITY --- As the Philippines braces for the worsening impact of El Niño, the provincial government of Albay has allocated P40 million in assistance for farmers, primarily for the distribution of free fertilizers, Governor Noel Rosal said. Rosal said the province is preparing for a prolonged dry spell expected to affect food production, noting that Albayano farmers are already facing a “double whammy” due to the ongoing unrest of Mayon Volcano, which has persisted for over five months. “We allotted a P40 million fund to buy fertilizers for our farmers. We are also asking them to adjust their cropping calendar to avoid being severely affected by the dry spell,” Rosal said. “We must prioritize assistance for our farmers, who are the backbone of our food security and stability. They feed our nation. Without them, we would have nothing to eat. That is why we need to provide all possible support so they can continue cultivating the land,” he added. Rosal said mitigation measures are being prepared as Albay experiences increasingly hot weather conditions, worsened by the continued activity of Mayon Volcano. The province is also facing declining water supply due to rising temperatures and months of below-normal rainfall. The Philippine Atmospheric, Geophysical and Astronomical Services Administration reported a rainfall deficit since April, contributing to reduced water levels across the countryside. While fewer tropical cyclones are expected to enter the country during El Niño, PAGASA warned that stronger typhoons or even super typhoons may develop in the coming months. Rosal noted that rain-fed rice fields and other crops are particularly vulnerable to the dry spell. To reduce risks, he urged farmers to diversify their farming practices and plant drought-resistant crops. The Department of Agriculture, in its El Niño advisory, explained that El Niño is the warm phase of the El Niño-Southern Oscillation (ENSO), characterized by sustained warming of sea surface temperatures in the central and eastern equatorial Pacific Ocean. This phenomenon alters atmospheric circulation and affects weather patterns across various regions. Based on projections by PAGASA, there is a 79 percent probability that El Niño will develop between June and August 2026 and may persist until early 2027. The Department of Agriculture warned of several impacts on the agriculture and fisheries sectors. For crops, these include water shortages, delayed planting, reduced yields, and increased incidence of pests and diseases. Livestock may suffer from heat stress and higher disease risks, while fisheries could experience fish kills, coral bleaching, and seaweed diseases. These effects may lead to reduced agricultural and fishery output, higher food prices, supply chain disruptions, and income losses for farmers and fisherfolk. To mitigate these impacts, the department has outlined several preparedness measures. For crops, these include the prepositioning of agricultural inputs, pest and disease monitoring, and mapping of drought-prone areas. For livestock, recommended actions include vaccination, vitamin supplementation, planting drought-resistant forage, and establishing forage facilities. For fisheries, measures include prepositioning fingerlings and inputs, deepening fishponds, reinforcing dikes, and establishing satellite hatcheries. The department also advised farmers to adjust cropping schedules, adopt water-saving techniques such as rainwater harvesting, use drought-tolerant and early-maturing seeds, plant short-gestation crops like peanuts, soybeans, and mongo beans, practice crop rotation, and utilize organic fertilizers. Farmers are also encouraged to secure crop insurance from the Philippine Crop Insurance Corporation. For fisherfolk, the agency recommended monitoring water quality, ensuring proper feeding and stock management, providing shade in exposed areas, using aerators, and regularly inspecting fishponds and dikes. Livestock raisers are advised to conduct regular vaccination and veterinary consultations, provide adequate shelter and clean water, and secure livestock insurance from PCIC.

The event was led by DepEd-Bicol Regional Director Gilbert Sadsad, Assistant Regional Director bebiano Sentillas, Educational Support Service Division Chief Joan Lagata, Curriculum and Learning Management Division Chief Grace Rabelas together with DOLE-Bicol Regional Director Imelda Gatinao Camarines Norte Governor Ricarte Padilla, Labo Mayor Jojo Francisco, Board Member Arnold Balane and schools division superintendents from various provinces and cities in the region. The TUPAD beneficiaries, some of whom are delivery riders, will work for 10 days for a total labor cost of P103.2 million to be paid by DOLE. In his message, Sadsad thanked the various agencies and organizations who provided assistance to the annual clean-up event as he rallied the parents to join hands in pursuing the government’s objective of providing a quality education to their children. He urged everyone to persevere and not lose hope stressing that education will bring so many blessings, as he related his own personal experience during his youth. Sadsad lamented on the situation of the present generation of youth who are pampered by their parents and are no longer adept at hard work and who lack resilience. Sadsad urged everyone to hone the young generation into resilience, endow them with good manners and provide them with positive view so they would be able to achieve their goals in life.
