Good morning judge: Martial Law extension


IT HAS been reported that House Speaker Pantaleon Alvarez has proposed the extension of President Rodrigo R. Duterte’s martial law proclamation to five years. Under the Constitution, President Duterte’s Proclamation 216 is limited only to 60 days and will expire this coming July 22. Reportedly, the President himself did not ask for extension. It is good to note that some senators particularly Senator Panfilo Lacson has expressed strong opposition to the proposal of Alvarez and questioned the latter’s proposal. Citing the military’s stand that it found 5 years of martial law as “too long,” he quoted the Arm Forces of the Philippines (AFP) statement that the extension may not be necessary, hence, would not recommend it. On the part of Senate Minority Floor leader Frank Drilon, he was reported as saying that “Congress in a joint session should debate and decide first on the need to extend martial law, before talking about the length or period of extension.” Indeed, Alvarez’s proposal is another flak on his part just like his defense that many members of the IBP have women other than their legitimate spouses when confronted that he is maintaining a paramour.
