City Youth Councilor Kaye Pauline B. Servidad, author of the ordinance, said the measure aims to commend the local youth artists of the city. “Let this [piece of legislation] serves as a mean of expression, recognition, and celebration also of the community where they belong,” she said.

The city youth official said that recognizing the youth’s feat will also be of help to continue to provide the Nagueno youth (Naga residents aged 15-30 years old) the opportunity to show their talents and creativity in their respective field or art to inspire other aspiring youth artists in the city.

It is stated in City Ordinance 2012-035 (the Naga City Youth Code) that the development of the youth sector is one of the priorities of the city government in terms of the protection of their rights, promotion of their general welfare, as well as youth participation and development.

The current CYOs will be in charge of the overall celebration of the Local Youth Artists Week. They will be the ones to provide and facilitate programs and activities for its entire duration.

A specific theme focused on youth artists shall be adopted by the sitting CYOs likewise in the culmination of the event.
