NRC conducts workshop for resilience champions in Naga

NAGA CITY --- The Naga City Resilience Council (NCRC) and the City Disaster Risk Reduction Management Office (CDRRMO) organized a 3-day “Leadership for Resilient Local Government Unit (LGU)” Workshop on March 26-28, at Regent Hotel, here to prepare the city in becoming a resilient local government unit (LGU).

Conducted by the National Resilience Council (NRC) in partnership with the Ateneo de Manila University (AdMU) – Manila Observatory (MO) and Ateneo de Naga University (AdNU), the workshop aimed to develop leadership and technical competencies in ownership and co-ownership of risk and resiliency reality and response for a resilient LGU, as well as formulate an action plan for risk and performance assessment and competency development to initiate operationalization of the Resilient LGU Mode.

For Willie Prilles, City Planning and Development Office (CPDO) Head and one of the participants of the workshop, the 3-day activity will enhance the capability of the NCRC to implement its programs for the city to be more resilient.

“The objective is to identify the risks or threats faced by the city, be it physical or social vulnerabilities. Knowing and understanding the problems will put one in a position to propose solutions and the capacity to plan well, especially that we will be having a new administration by June or July. This will enable the resilience council to prepare well for the next 3 years,” Prilles noted.

Among the topics discussed include; risk and resiliency situation, introduction to the Risk Conceptual Framework-HEVC, introduction to Bridging Leadership/Building Ownership of challenges and response, Kotter’s Change Management Process, Influence Diagram and Impact Chain, introduction to Systems Thinking, Multi-stakeholder Processes/Levels of Conversation and Dialogue, Integrated Risk Assessment, Action Planning and Action Plan reporting.

Invited as Resource Speakers were Dr. Celine May Vicente and Dr. Laurice Jamero of AdMU-MO, Bong Villamor of NRC as the Lead Facilitator and from Ateneo de Naga University, namely; Dean Digna Paner-Alba, Marlyn Tejada, and Joanaviva Jan Caceres-Plopenio

Naga City, being the most competitive city has been selected by the NRC as one of the pilot LGUs for the project from all over the country.

The Workshop was participated in by the different sectors and departments of the city, business sector, the academe, and other stakeholders.
