Former NCPC head charged with criminal case arrested

MILAOR, Camarines Sur---The former head of Naga City People’s Council was arrested by Milaor Municipal Police personnel last Friday morning, (November 1) for investment scam.

The suspect was identified as Ramiro I. Samar, who hid from arresting lawmen for many years but was apprehended at Brgy. San Jose, here.


Investigations revealed that the suspect took investments and ran from his investors, some of them are department heads at the city government of Naga, businessmen, retired lawmen, teachers, police officers, among others.

Samar, who is currently operating a money lending company, was transported to Quezon City last Monday, November 4, to face the criminal case filed against him for violating Batas Pambansa 22. He was able to post bail in the amount of P750,000.

During his detention at the custody of Milaor-PNP, he told Bicol Mail that he earned more than P2M worth of investments as evidence by the bouncing checks he issued.

He said that he possesses more than P200M worth of collectibles that he tend to return to his victims but he did not mentioned when.

Among the complainants in case are Shelland Remoquillo, Bernadeth Del Mundo, Josephine Rigor, Filipina Del Mundo, Cendre Remoquillo, Arkey Remoquillo, Edwin Remoquillo, Ma. Wilma Jobli, and Juriz De Mesa, all of Quirino Highway, Novaliches, Quezon City.

Samar was once charged with syndicated estafa but due to insufficient evidence, the criminal case was lowered to violation of BP 22.

He was blaming the teachers who borrowed money from him but have failed to pay him.
