PILI, Camarines Sur---Vice Governor Imelda Papin, during the 25th Regular Session of the Sangguniang Panglalawigan (SP) in the afternoon of Jan. 8, suggested for an interagency cooperation to manage the traffic jams in Barangay Begito Viejo of Libmanan town, Maharlika Highway in Sipocot, and Andaya Highway in the First District which covering the towns of Lupi, Ragay, and Del Gallego.

The traffic jam is caused by endless road re-blocking activities implemented by the Department of Public Works and Highways (DPWH) causing travel delays for hours despite the presence of the Highway Patrol Group of the Philippine National Police (PNP), and assigned personnel from the Local Government Units (LGU).

The DPWH, PNP, and LGU were among the agencies invited in the session to address their problems on traffic management.

During the deliberation of board members and suggestions were presented by invited agencies, Papin as the chairman of the SP, interrupted and said the DPWH, PNP, LGU, and barangay officials must cooperate to resolve the road situation.

Papin blamed the traffic jams to the lack of cooperation which resulted in complicated traffic management. She said shameful.

“Bihira lang ako mag-eroplano pero masupog” (I rarely book for flights but it is shameful) she said.

The vice governor urged the DPWH and LGU to help the provincial government solve the problem.

She added that concerned agencies must have an iron hand to enforce the traffic rules and maintain discipline among motorists.

Meanwhile Board Member Nelson Julia in his privilege speech said the DPWH, before the road re-blocking in Begito Viejo, failed to anticipate the situation due to lack of coordination with the PNP and the LGU.
