Kusog Bikolandia backs Salceda’s PCL prez bid

Kusog Bikolandia is supporting the bid of newly elected Philippine Councilors League (PCL) Bicol Chapter Chairman Jesciel Richard Salceda as PCL national chairman.



The regional political group Kusog believed that Salceda is already carving his own name in the political arena with his out-of-the-box advocacy for Philippine City and Municipaliy, assuming more meaty roles in nation building, hence should be supported by all Bicolanos.

A three-term councilor of Polangui, Albay, Jesciel Salceda is fast shaping his own image as not just as a mere nephew of Albay 2nd District Rep. Joey Sarte Salceda, chair of the House ways and means committee, by making his own stand on pressing issues.

This early, he is already advocating for municipal councilors to play more substantive roles that can transform the PCL into a strong pillar and force for meaningful nation building.

“It is time for municipal councilors, with PCL as their apex organization, to contribute their proportionate share to the national programs of the Duterte administration,” Salceda said.

In particular, he asked fellow councilors to support the much-needed constitutional reforms, conversion of Regional Development Councils (RDCs) into Regional Development Authorities or RDAS and longer terms for local officials.

Salceda said he will also seek greater representation of PCL in government decision making and have it tapped for advisory functions through the RDCs. He likewise wants the PCL to be provided more sustainable fiscal capacity.

His unopposed bid in becoming Bicol PCL chairman is seen by Kusog Bikolandia and other political observers as his stepping board to seek the PCL national hairmanship in order to steer the league to his pronounced vision.
