Gov. Migz issues memo on Coronavirus disease 2019
PILI, Camarines Sur --- Camarines Sur Gov. Miguel Villafuerte has issued Executive Order (EO) No. 03, series of 2020 on Tuesday, Mar.17, a day after the pronouncement of President Rodrigo Duterte placing Luzon under enhanced community quarantine (ECQ) in view of the 2019 corona virus (Covid-19).
Prior to the President’s ECQ declaration, Villafuerte already issued successive memoranda, which stressed precautionary measures and prohibitions to minimize the outbreak of Covid-19 in the province.
On Mar. 13, he issued a memorandum regarding the strict enforcement of 14-day self-quarantine to all travelers from Metro Manila and EO No. 02, an order establishing guidelines and stringent measures for the management and prevention of local transmission of COVID-19 in the province, which he signed on Mar. 15.
EO-03, the governor’s recent memo, contained further guidelines “for the management and prevention of local transmission of COVID-19 in the province in view of the President’s imposition of the ECQ and stringent social distancing measures over entire Luzon.”
The provisions contained in the said memorandum state among others the strict home quarantine order, allowing only movement for purposes of accessing basic necessities, such as food and medicines. It also highlighted the suspension of all classes in all levels from Mar. 17 until Apr. 14.
Mass gatherings like assemblies with large crowd are also strictly prohibited.
The provincial government also ordered public and private offices to establish “work-from-home” arrangement to restrict the movement of people from their residences to their place of work and vice versa.
Villafuerte also ordered all mayors and barangay chiefs to establish a single point unloading area in every town and implement thermal scanning of individuals.
He also commanded barangay heads to strengthen the Barangay Health Emergency Response Teams (BHERTs) to closely monitor arrivals of residents coming from various parts of Luzon and abroad.
The governor also directed LGU to formulate programs, projects and measures for the social amelioration of affected workers and residents due to the ECQ. The provision says that amelioration may include but is not limited to moratorium on lease rentals, advancing pro-rated 13th month pay, reprieve in utility bills and assistance to micro, and small and medium-scale enterprises.
