NIA reassigns Bicol provincial managers

NAGA CITY --- The Bicol regional office of the National Irrigation Administration (NIA) has reshuffled its provincial managers and other field officials in line with its desire to further improve project implementation and the delivery of irrigation service to farmers in the region.


NIA officials who were given new assignments effective Sept. 7, 2020 were: Engr. Alvin Macasinag, acting manager (AM) of Camarines Norte Irrigation Management Office (IMO) who was reassigned as AM of Camarines IMO; Engr. Alan Fabricante, AM of Sorsogon-Masbate IMO (SMIMO), now the AM of Albay-Catanduanes IMO; Engr. Luis Bragais, acting head of the Engineering and Operation Section of SMIMO, now the AM of SMIMO; and Engr. Carol Rañola, acting head of the Camarines Sur IMO District Office IV as AM of Camarines Norte IMO.

NIA Administrator Gen. Ricardo V. Visaya (Ret) approved the reassignment of the officials.

Engr. Freddie M. Toquero, NIA Bicol regional manager, for his part, designated: Engr. Hilario Gorgonia, former AM of Albay-Catanduanes IMO as acting head of the Camarines Sur IMO District Office V vice Rañola; and Engr. Lumen Atun as acting head of the Engineering and Operation Section of SMIMO vice Bragais.

NIA Administrator Visaya, in his recorded video message said: “the best way to fulfill our mandate as an agency is to keep the offices of our agency as dynamic as possible.”

He also added that one of the most effective ways to ensure fast project implementation is through outstanding and systematic leadership of offices starting from the Central office all the way down to the provincial offices, thus, posing a challenge to the newly appointed acting managers to further improve their new respective IMOs as this will reflect in the overall performance of the agency.

Toquero, in his message, stressed Visaya’s challenge to everyone in the NIA Bicol saying: “Let us heed to the message of the Administrator, and, secondly, yung pakiusap ko sainyo, trabaho lang, walang personalan… we are all in this together… we will finish 2020 with flying colors.”
