70 Bicol LGUs automate business permit renewal systems

LEGAZPI CITY --- Vida Realuya, a businesswoman from Polangui, Albay, frequently visited the municipal hall to renew her business permits.


Upon learning that her local government unit (LGU) was set to digitalize its frontline services, Realuya expressed her support for the initiative, as it would allow her more time for other important activities.


“I no longer need to fill out forms because my proof of payments from the previous year can simply be verified through their data. It is great because the processing time will likely be shorter, making it easier to obtain the business permit,” she said in her native language.


“The days of shuttling back and forth between city hall and my home will be a thing of the past,” she added.


The Department of Information and Communications Technology (DICT) is working to create a more digital and inclusive Philippines through the e-Government program.


Recently, the municipalities of Polangui, Guinobatan and Manito, all in Albay province, started using their electronic LGU (eLGU) systems.


These systems make it easier and faster to get business permits, barangay clearances, and working permits.


With the launch of the electronic systems, 70 LGUs in the Bicol region have automated their frontline services, according to DICT Bicol data.


Data also show that 10 LGUs in Albay have adopted the eLGU system, along with 12 in Camarines Norte, 17 in Camarines Sur, six in Catanduanes, 15 in Masbate, and 10 in Sorsogon.


DICT Regional Director Rachel Ann Grabador said they aim to fully implement the eLGU system in more than 110 LGUs across the region.


“This progress shows more than just new technology; it shows a shared commitment to improve governance and provide better public services through digital tools,” she said in a speech.


John Michael Olaso, a business permit and licensing officer from Guinobatan, Albay, said that residents can now expect shorter waiting times and fewer clients in line for applications and renewals.


“Before, it took up to two days to issue a permit. Now, it can be done in just a few hours. Clients no longer need to gather signatures from unit heads. They are all part of the digital system,” he said.


Olaso added that they have received training from the DICT to use the system effectively.


The eLGU program aligns with RA 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.


This initiative by the DICT promotes efficiency, transparency, and accountability at the local level through digital integration, Olaso said. (PIA Bicol)
