City’s legal office probes controversial building

The City Legal Office of Naga has confirmed that it is conducting a preliminary investigation into a 13-storey high-rise building located in Barangay Sta. Cruz, owned by the Millete family.
It can be recalled that retired city engineer Alexander Caning issued a building permit allowing the Milletes to construct a six-storey structure. However, residents and even the barangay council raised concerns after observing that the building had reached 13 storeys, citing potential safety risks.
Punong Barangay Felix Matias Largo and his constituents living near the site have strongly opposed the structure. In response, the barangay chief sent formal letters to former city mayor Nelson Legacion and Naga Mayor Leni Robredo, urging them to take immediate action.
Current City Engineer Elmer Albo has ordered his team to examine the building’s foundation before issuing a recommendation that will determine whether the construction may proceed.
Albo disclosed that former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan had approved the construction of the high-rise edifice. He added that Caning had already submitted documents to the DPWH recommending the demolition of the 7th to 13th floors due to permit violations.
Atty. Angel Ojastro, in an interview, confirmed that he has started a preliminary investigation to determine any negligence on the part of the DPWH and former city building officials related to the construction.
Ojastro said the investigation aims to uncover why the building violations went undetected during construction. He noted that some former building officials may be held accountable.
He also stated that he will submit a recommendation to the city mayor to strictly monitor the building for further possible violations.
