Dispute delays P26-M typhoon relief fund release in Catanduanes province

VIRAC, Catanduanes --- A disagreement between the provincial government’s executive and legislative branches has delayed the release of ₱26 million in provincial funds intended for typhoon relief in Catanduanes, following the devastation caused by Super Typhoon Uwan.


Catanduanes, a lone congressional district composed of 11 towns, was among the areas severely affected by the typhoon, prompting President Ferdinand Marcos Jr. to visit the province on November 8 to assess the damage and the needs of affected communities. Despite this, the provincial allocation for relief assistance has yet to be released.


The delay stems from differing positions on the form of assistance to be provided to typhoon victims. Governor Patrick Azanza has reportedly favored the distribution of construction materials, while the provincial board has passed a unanimous resolution supporting the release of cash assistance instead.


Members of the provincial board cited concerns over possible delays in the procurement, shipping, and distribution of construction materials, particularly given the province’s island geography. They said cash assistance would allow beneficiaries to immediately address their most urgent needs and would involve less processing time.


Board Member Edwin Tanael said the provincial board believes cash assistance would provide recipients the flexibility to prioritize their own recovery needs. He added that the board’s position has been discussed through formal resolutions.


The unresolved issue has reportedly led to mediation efforts by the Diocese of Virac to help facilitate dialogue between the concerned parties, given the urgency of providing assistance to typhoon-affected residents.


Questions were also raised during discussions regarding the estimated cost of construction materials. Governor Azanza was reported to have cited a price of ₱560 per galvanized iron sheet. Based on provincial data, the average assistance per registered beneficiary would amount to approximately ₱666, which some board members said could limit the scope of material assistance.


Efforts to obtain comment from Governor Azanza on the matter were unsuccessful as of press time.


Governor Azanza, who assumed office following the May 2025 elections, previously served as president of Catanduanes State University. He defeated former vice governor Peter C. “Bos Te” Cua, while former governor Joseph Cua was unsuccessful in his bid for vice governor.


Catanduanes has historically faced economic challenges, including high rates of labor-related outmigration, underscoring the importance of timely disaster assistance for affected communities.
