DSWD boosts financial literacy among 4Ps in Bicol Region

LEGAZPI CITY --- The Department of Social Welfare and Development in Bicol (DSWD-5) enhanced the financial literacy of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries during the pilot implementation of the “e-Panalo ang Kinabukasan” advocacy activity at the Millennium Covered Court in Buhi, Camarines Sur on Wednesday.


In an interview, DSWD-5 Director Norman Laurio said a total of 163 4Ps beneficiaries, including 31 from indigenous peoples (IP) communities, were selected as the pilot beneficiaries for e-Panalo in the Bicol Region.


“President (Ferdinand R.) Marcos (Jr.), through Secretary Rex Gatchalian, aims to strengthen the implementation of programs that focus on our IP communities. Out of the 38 barangays in this town, 30 have IP populations, so it is only fitting that we offer this kind of program here,” he said.


The activity aims to teach beneficiaries how to use mobile banking apps, automated teller machines (ATMs), and other digital platforms to access their cash grants more safely and conveniently.


“It will also help beneficiaries become financially independent by using digital tools, which can reduce costs and risks, especially for those in geographically isolated and disadvantaged areas in the region,” he added.


Laurio added that Camarines Sur was chosen as the pilot area for e-Panalo because many of its beneficiaries are indigenous peoples.


“This initiative ensures that IPs are not left behind in the transition to financial digitalization. The results of our assessment of the beneficiaries, particularly those at Level 1, guided our selection for this activity,” he said.


Laurio said they would continuously monitor and assess the implementation for future expansion to other towns, particularly those in geographically isolated and disadvantaged areas in the region.


In a separate interview, Buhi Mayor Rey Lacoste expressed gratitude to the President for the projects and programs that cater to the needs of the community.


“Our President is very dedicated. Many developments and initiatives from the national government, as well as all government agencies, are being felt at our level. This is especially true for programs with the Department of Social Welfare and Development, which responds promptly to our calls. We truly appreciate our President,” Lacoste added.


Various activities were conducted during the session, including an orientation and demonstration of mobile banking and ATM (automated teller machine) usage, simulations of actual transactions to help participants become familiar with the processes, discussions on dos and don’ts (such as avoiding scams), on-the-spot assistance for cash card concerns, assistance for those wanting to register for GCash, and an open forum for questions and concerns from beneficiaries.
