DSWD ends Listahanan 3 complaints acceptance
The Department of Social Welfare and Development (DSWD) Bicol regional office has finished accepting public complaints related to the initial results of the third nationwide household assessment or Listahanan 3.
These complaints range from general inquiry, grievances on exclusion and inclusion, requests for correction of information, and transfer of residence.
To address them, DSWD maintained its monitoring and coordination with the Local Verification Committee (LVC) and Barangay Verification Team (BVT) to assist in the review and resolution of all grievances received from the communities.
Currently, there are 3,437 or 100% functional BVT and 114 or 100% LVC regionwide. For the receiving and resolving of complaints, the National Household Targeting Section (NHTS) of DSWD Bicol received 257,096 grievances and inquiries through community desks and Listahanan online grievance system.
Out of these grievances received as of July 28, 2021, a total of 175,566 grievances are to be subjected for assessment and re-assessment.
COMPLAINTS DSWD personnel receive complaints from the public regarding their non-inclusion in the Listahanan 3.
Meanwhile, the households yet to be assessed during the 2019 regular enumeration in 34 barangays of the provinces of Camarines Sur and Masbate were already completed.
Household re-assessment is done by the designated enumerators once the grievances are handed over to the BVT and LVC for further evaluation. This aims to determine the households that would be eligible for another assessment.
After re-assessing the eligible households, the data taken will be treated using the Proxy Means Test (PMT) to generate the final list of poor households.
The PMT is a statistical tool that approximates family welfare level based on observable and verifiable proxy indicators of the family’s income such as materials in housing structure, family’s access to basic services and facilities like water and electricity, and ownership of specific assets, among others.
DSWD Regional Director Leo L. Quintilla said that addressing public complaints is being conducted to ensure the integrity of the data gathered and treated before sharing the database with other government agencies, local government units, and other social protection stakeholders.
Listahanan 3 database is expected to be completed by the last quarter of this year.
Listahanan is an information management system that assures the generation and establishment of an accurate socio-economic database of poor households. It is designed to be used for evidence-based program planning and prioritization of identified poor households resulting to more responsive social protection programs and services.
