LEGAZPI CITY --- The Department of Trade and Industry in Bicol has launched SPICY (Support to Product Innovation for Youth Entrepreneurs), a facility designed to support small businesses in creative fields and technology.

The facility was officially opened on December 2 at the Southern Luzon Technological Colleges Foundation Inc. (SLTCFI) in Albay.

Dindo Nabol, the DTI director for Bicol, explained that the goal of SPICY is to provide young innovators, freelancers, creative professionals, and students with better access to technology. This support will help them enhance their skills and expand their businesses.

Nabol emphasized that this facility was created specifically to assist micro, small and medium enterprises (MSMEs) in the creative and technology sectors, encouraging their innovative projects and initiatives.

The facility is equipped with tools for 3D printing, animation, photography, and digital production. It will also serve as a training center for users.

The DTI allocated P5 million worth of equipment for the project under its Shared Service Facility Program. Meanwhile, the SLTCFI constructed the building and will manage its operations.

Rosemarie Quinto-Rey, the chief executive officer and president of SLTCFI, announced that the facility will begin accepting users next year.

“In 2026, we will start inviting MSMEs, freelance workers, startups, schools, and students to learn about the new technological gadgets available for their work and studies,” said Quinto-Rey.

Benedick Ogao, an MSME owner from Daraga, Albay, welcomed the initiative, highlighting its potential to boost local innovation.

“I hope programs and projects like these continue so that the potential of Albayanos can be developed, enabling us to advance not only our individual interests but also our economy,” Ogao said.

DTI Albay Provincial Director Noel Bunao encouraged members of the creative sector to take advantage of the new facility.

“We invite those in Albay’s creative sector to make use of this facility because it is intended for them,” Bunao said. (PIA Bicol/Albay)
