Albay, the Home of Asia’s First Geothermal Renewable Energy, Conducts Inaugural Renewable Energy and Investment Summit

Albay, known as the home of Asia’s first geothermal renewable energy, is hosting its first Renewable Energy and Investment Summit. The summit aims to attract new players to develop off-grid renewable energy sources that can provide sufficient and reliable electricity to the people of Albay.

Governor Edcel Grex Burce Lagman stated that the summit’s purpose is to advance the transition to renewable energy and address the urgent need for climate action at all levels.

“I extend my deepest gratitude to the Philippine Movement for Climate Justice (PMCJ) for partnering with Albay to lead this crucial initiative, which aligns with our national goal of achieving 100 percent renewable energy by 2050. Albay is proud to be the first province in the Philippines to declare a climate emergency,” he said.

“As governor, I stand united with our communities, local organizations, church ministries, and dedicated advocates who supported this declaration. The message is clear: we cannot delay any longer. By declaring this climate emergency, we commit to taking decisive action, implementing critical climate policies, and mobilizing the necessary resources for our people’s survival and resilience,” the governor addressed participants at the summit held at the Oriental Hotel.

In October 2023, Lagman declared a state of climate emergency, acknowledging the unique challenges faced by one of the most typhoon-prone provinces in the country.

“The effects of climate change on our communities and infrastructure are undeniable, and the risks will only grow if we do nothing. However, with careful planning and a strong commitment to immediate solutions, Albay will not just survive—we will thrive. We are ready, and we will emerge stronger,” he said.

Lagman emphasized that the provincial government of Albay, in partnership with PMCJ, is setting ambitious targets to generate 10 gigawatts of renewable energy by 2030.

“Our goal is to generate 10 gigawatts of renewable energy by 2030. With a projected capacity of 988 megawatts from solar and wind alone—and even more from geothermal—we are well-positioned to meet and exceed our province’s energy needs. This will result in lower electricity costs, a more reliable power supply, and an improved quality of life for all Albayanos,” he stated.

The Bicol region, particularly Albay, has been experiencing frequent blackouts. The introduction of new power players could address these electricity challenges, complementing the existing geothermal power firms in Albay: the PGPC in Tiwi and the EDC in Bacon-Manito, which produce clean and renewable energy for the Luzon grid.

“Abot-kamay na po ang mga solusyon sa problema sa kuryente sa Albay! (Solutions to the electricity problem in Albay are within reach!) Through our dedicated efforts and strategic partnerships, we are finally moving toward real and sustainable solutions for our energy needs. This summit is a testament to that commitment,” the governor said.

“This summit is a call to action, a chance to align our efforts, and a reminder that we have the power to shape the future. I urge all of us here, especially our local government units, to draw inspiration from our discussions and bring these lessons back to our communities. Together, we can reduce our dependence on fossil fuels and build a resilient, sustainable Albay,” he added.

Last December, Lagman represented Albay and the Philippines at the United Nations Climate Change Conference (COP28) in Dubai, as the only Filipino governor invited. His presence underscored the importance of local leadership in the global fight against climate change and Albay’s dedication to renewable energy.

“We offer a welcoming environment for renewable energy investments, backed by supportive local policies, strategic geographical advantages, and abundant natural resources. Together, we can make Albay a leader in clean energy, setting a powerful example for the rest of the country and beyond. Your partnership is essential to unlocking this potential, creating jobs, driving innovation, and securing a sustainable future for all,” Lagman stated.

“Today, I make a strong appeal to our local and international partners, especially our friends in the diplomatic and business communities. Albay’s potential in renewable energy is vast, and your investment will not only yield economic returns but also create a lasting impact on the environment and our communities. By investing in Albay, you are choosing to support a province committed to sustainability, resilience, and progress,” he added.

Tiwi, the birthplace of the first and oldest renewable energy source in Asia, has been supplying clean and renewable energy for more than 50 years.

The electricity generated in Albay is channeled through the Luzon grid and returned to Albay to provide power among the Bicolanos.

The two-day first Renewable Energy and Investment Summit in Albay is being attended by the representative of China Embassy, Lloyd Cameron, Economic and Climate counsellor of the United Kingdom Embassy in the Philippines, Albay Chamber of Commerce and Industry, leaders in the renewable energy sector, members of civil society and the academe.
