Gun ban enforced for Peñafrancia Festival 2025

The Naga City Police Office (NCPO) has confirmed the suspension of all gun ban exemptions during this year’s Peñafrancia festivities in Naga City.


In an interview, NCPO Deputy Spokesperson PSSG Roberto Aguillon said the city government has ordered the strict implementation of a gun ban starting at 12:00 a.m. on Friday, September 12.


According to Aguillon, holders of a License to Own and Possess Firearm (LTOF) and a Permit to Carry Firearms Outside of Residence (PTCFOR) will not be allowed to bring or carry firearms outside their own houses during the novena in honor of Our Lady of Peñafrancia.


He emphasized that anyone who believes they need to carry a firearm due to credible threats must seek clearance from the Joint Operation Center (JOC).


Aguillon also noted that even police officers are prohibited from carrying their service firearms unless they are on duty and their presence is required for security purposes.


The gun ban will remain in effect until the conclusion of the fiesta, he added.


Meanwhile, Aguillon revealed that the city government has not yet approved the NCPO’s request to implement a ban on liquor, particularly during religious activities related to the celebration.


He cited past incidents of violence involving voyadores—participants in the fluvial procession—linked to alcohol consumption, saying a liquor ban could help prevent such disturbances.
