Leni activates EOCs, IMTs for Peñafrancia, Bar Exams
NAGA City Mayor Leni Robredo has issued two executive orders activating dedicated Emergency Operations Centers (EOCs) and Incident Management Teams (IMTs) for two major events expected to draw large crowds to the city—the 2026 Peñafrancia Festival and the 2026 Bar Examinations.
Executive Order (EO) No. 036, issued on August 13, 2026, activates the Naga City EOC and IMT for small and major events during the month-long Peñafrancia Festival. The structures are intended to strengthen the city’s capacity to prepare for and respond to incidents and emergencies arising from the expected influx of devotees, pilgrims and visitors.
The EOC and IMT will serve as an integrated mechanism for command, control, coordination, collaboration and communication. They will provide a centralized focus for situational awareness and information, facilitate multi-agency coordination, establish priorities for resource deployment, and assess the need for additional assistance when necessary.
The IMT will operate under a Unified Command involving city officials, local authorities and representatives of the Archdiocese of Caceres, particularly for major religious events such as the Traslación and Fluvial Procession. Designated task groups will handle critical concerns including traffic management, security, search and rescue, water safety and medical services.
EO 036 also recognizes the need to preserve the peace, order and solemnity of the Peñafrancia celebration, consistent with the city’s role as the country’s Pilgrimage Capital and the requirements cited in Presidential Executive Order No. 155, series of 2019.
Meanwhile, EO No. 037, issued on August 4, 2026, constitutes and activates the 2026 Bar Examinations EOC and IMT to coordinate preparedness and response during the three-day examinations scheduled for September 6, 9 and 13 in Naga City.
As one of the local testing centers, Naga will maintain an integrated emergency management structure to address incidents that may affect the safety of examinees, personnel and other stakeholders, as well as the continuity of examination operations.
The two executive orders reflect the city government’s strategy of preparing coordinated command and response mechanisms ahead of major events. By clearly defining responsibilities and establishing channels for inter-agency coordination, the city aims to ensure timely action, reliable information and effective assistance whenever emergencies arise.
In preparation for the upcoming Peñafrancia Fiesta, representatives of the Local Government Unit of Naga City and the Archdiocese of Caceres convened recently at the Tercentenary Office of the Archbishop’s Residence for a Joint Operations Center (JOC) meeting.
The meeting brought together key offices and Church representatives to strengthen coordination for the thousands of pilgrims and devotees expected to participate in the various religious activities, including the Traslacion, novena celebrations, processions, and the Fluvial Procession.
Part of the discussions was the continuing enhancement of the JOC organizational structure, with the transition toward an Incident Command System (ICS)-based model, which is a standardized, all-hazard incident-management framework designed to allow different agencies and jurisdictions to work under a common structure.
The evolving structure reflects a shared commitment of the City Government of Naga and the Archdiocese of Caceres to work as one in ensuring that the Peñafrancia celebrations remain safe, orderly, responsive, and centered on the faith and devotion of the Bicolano people.
More than managing an event, the collaboration seeks to ensure that every pilgrim and devotee can celebrate, participate, and travel together safely with ‘Mahal na Ina.’
