LTO Bicol and Naga City ink accord on intensified road safety

NAGA City --- Land Transportation Office (LTO) Bicol Director Francisco Ranches, Jr. and Naga City Mayor Nelson Legacion signed a memorandum of agreement that aims to heighten the implementation of RA 10586 or the Anti-Drunk and Drugged Driving Act of 2013. Director Ranches told local reporters, “Magtutulungan po ang LTO at ang Naga City government sa pagpapaigting ng road safety. Kami po magbibigay ng trainings at capacity building sa mga local enforcers Philippine National Police officials at deputation.”

He added that local road enforcers and police officers may be given LTO citation tickets to impose anti-drunk and drugged driving policies within the city.


The city government, said Raches, committed to providing mobile laboratories and drug testing kits to test and investigate any violations from the public riders.


The memorandum also upholds road safety through responsible and ethical driving standards, penalizing acts of driving under the influence of alcohol, drugs, and other intoxicating substances, and further improving road safety protocols and procedures.


LTO Bicol’s gender sensitive flagship program among drivers called 3M or the Maginoo, Matalino, Mahusay Driver will soon be launched in Naga.


“After we provide a series of training among public vehicle drivers and qualify those who passed the various trainings, we will award them with 3M privilege cards which guarantee them priority transactions or a special lane in any LTO branches in Bicol. We will also put road safety seals on their vehicles as a mark that they are trained and advocates of road safety and security,” Raches said.


The director also said that the implementation of the 3M Program in the city will start among Tricycle Operators and Drivers Association members.
