Naga names 23 seniors as city officials for Oct 2026

The Naga City Government has recognized 23 senior citizens elected as city senior citizen officials who will serve as counterparts of elected city officials and department heads during the month of October.


The senior citizen officials will discharge the functions of the city mayor, city vice mayor, secretary of the Sangguniang Panlungsod, and heads of various city government offices, including the City Social Welfare and Development Office (CSWDO), City Health Office, Housing and Settlements Development Office (HSDO), City Environment and Natural Resources Office (ENRO), City Agriculture Office, City Treasurer’s Office, City Accounting Office, and City Assessor’s Office.


The naming of the city senior citizen officials is part of the city’s senior citizens program mandated by City Ordinance No. 2022-049, which consolidated the various ordinances concerning senior citizens in the City Government of Naga.


This yearly implementation of the City Senior Citizens Officials Program is in line with the October observance for senior citizens. The elected senior citizen officials will perform the functions of the positions to which they were elected throughout the month.


Jaime Reblando, program director of the Office for Senior Citizens Affairs (OSCA), said the program was started during the term of former Naga Mayor Jesse M. Robredo.


Mayor Leni Robredo said the program allows the city government to benefit from the contributions of senior citizens, whose wisdom and experiences can be valuable in proposing ordinances and resolutions and in policy-making.


She said the contributions of senior citizens provide an opportunity not only for their sector but also for the entire city as they take part in the affairs of the city government.


This year’s city senior citizen officials are: City Mayor — Simeon Jesus B. Adan Jr. of Concepcion Pequeña; City Vice Mayor — Emelie N. Dela Cruz of Abella; SP Secretary — Celso B. Julia of Panicuason; 1st Councilor — Avelina B. Andes of Carolina; 2nd Councilor — Fe DLT. Simbahon of Sta. Cruz; 3rd Councilor — Consuelo A. Sempuego of Del Rosario; 4th Councilor — Belen T. Doctor of Lerma; 5th Councilor — Lydia V. Villanueva of San Felipe;


6th Councilor — Ferdinand B. Valencia of Concepcion Grande; 7th Councilor — Recha Isabel P. Quinn of Liboton; 8th Councilor — Henedina P. Cabrito of Bagumbayan Norte; 9th Councilor — Cita A. Camba of Bagumbayan Sur; 10th Councilor — Juliet M. Noora of Peñafrancia; 11th Councilor/ABC President — Erlinda A. Eguia of Pacol; 12th Councilor/SK President — Purificacion V. Paglinawan of Igualdad.


Serving as counterparts of city department heads are Maria Elena A. Bonavente as CSWD Officer; Josefina L. Delfin as City Health Officer; Virginia N. Notario as HSDO head; Sergio C. Quiom as ENRO head; Teresita A. Revilla as City Agriculture Officer; Bibiana D. Sales as CTO Officer; Gregorio D. Norte Jr. as Accounting Officer; and Yolanda A. Avila as City Assessor Officer.
