Naga PLEB reorganized, eyes public awareness campaign

Naga City, --- The Naga City People’s Law Enforcement Board (PLEB) has officially reconstituted its organizational structure, appointing seasoned legal and community leaders to key positions as it renews its commitment to police accountability and civilian oversight.
Former Deputy City Prosecutor Atty. Victor C. Dela Cruz now chairs the board, bringing with him a wealth of legal expertise and public service experience. Serving alongside him is City Councilor Melvin Ramon “Omar” G. Buenafe as Vice Chairman. Completing the board are Punong Barangay Alfonso R. Rodriguez, Mr. Ferdinand D. Sia, and Mrs. Norma R. San Jose as members. The PLEB secretariat will be supported by Ms. Fatima B. Saripe and Ms. Krizia N. Sto. Domingo.
Established in 1991, the Naga City PLE^ operates under the mandate of Republic Act No. 6975 as amended by RA 8551, which created the People’s Law Enforcement Board nationwide. This civilian-led body was designed to safeguard citizens from police misconduct and help foster a professional, disciplined, and community-responsive police force.
The PLEB is vested with the authority to receive, investigate, and resolve complaints filed against members of the Philippine National Police (PNP) for alleged misconduct, abuse of authority, inefficiency, or irregularities in the performance of duty. It may impose administrative penalties including suspension, forfeiture of salary, demotion, or dismissal from service. The board also plays a role in evaluating police performance for promotion and incentive purposes.
As part of its initiatives for the year, the PLEB has earmarked a public information drive, which includes the distribution of brochures to all 27 barangays in Naga City and all local police stations, to raise awareness about the board’s role, functions, and the rights of citizens in seeking redress against erring police officers.
With its renewed composition and advocacy efforts, the Naga City PLEB reaffirms its mission to ensure transparency, uphold justice, and build stronger community trust in law enforcement.
