NCPO warns of theft threats during Ina’s fiesta

THE Naga City Police Office (NCPO) has issued a public warning regarding the increasing activities of pickpockets, snatchers, and bag slashers in the city as preparations for the highly anticipated Peñafrancia Fiesta intensify.
The warning comes after a recent incident where an elderly woman fell victim to a bag slasher inside a church, losing several thousand pesos.
Police Lt. Col. Erwin Rebellon, city director of the NCPO, confirmed the presence of these criminal elements, who are reportedly from Manila, regularly operating in that city but now targeting Naga City. “We are closely monitoring these individuals, identifying their frequent locations and possible residences,” Rebellon stated.
As the city braces for the annual Peñafrancia Fiesta in September—an event that draws over a million pilgrims, devotees, and tourists from across the world—Rebellon emphasized the importance of security. The celebration marks the canonical coronation of Nuestra Señora de Peñafrancia, the patroness of Bicolandia, and is recognized as one of the largest Marian festivals globally.
To bolster security, Rebellon has been conducting meetings with mall and hotel owners, stressing the importance of fully operational CCTV cameras. “CCTV cameras are not effective if they’re merely being used to scare potential criminals. They must be functional and contribute to crime resolution, especially those installed outside buildings,” he urged.
Meanwhile, Police Brigadier General Andre Dizon, regional director of the Philippine National Police in Bicol, has announced the deployment of approximately 2,000 additional personnel to Naga City to maintain peace and order during the festivities. Dizon reminded the incoming police force to remain friendly, respectful, courteous, and vigilant.
In addition to manpower, Dizon assured that transport resources would also be provided to ensure mobility for the police. He also addressed concerns raised by the Philippine National Railways (PNR) regarding incidents of stone-throwing at coaches passing through towns en route to Naga. Dizon assured that the Police Regional Office 5 will dispatch officers to man these areas, with proper coordination from local government units to apprehend those responsible.
As the Peñafrancia Fiesta approaches, authorities are urging the public to remain vigilant and report any suspicious activities to help ensure a safe and peaceful celebration.
