PCSO-CamSur to LGUs: ‘No Reports, No Lotto shares’

The Philippine Charity Sweepstakes Office (PCSO) in Camarines Sur has issued a firm reminder to local government units (LGUs) that received lottery revenue shares in 2024: submit your utilization reports, or risk forfeiting your next tranche of funds.


PCSO Camarines Sur Acting Branch Manager Tito Aycardo Jr. stressed that LGUs must account for how they spent their lotto shares, particularly on programs aligned with the PCSO’s mandate of supporting charity and health-related services. The report must reflect expenditures from the shares they received last year, covering January to December 2024.


Currently, 25 LGUs in the province have PCSO-authorized lotto operations, including the City Government of Naga, which received around P1.5 million in 2024 — with P811,000 released in the first half of the year and P749,000 in the second half. Naga is expected to receive another P800,000+ for the first semester of 2025, pending submission of its report.


“If an LGU fails to comply with the requirement, the PCSO will not release their lotto shares for the period of January to June 2025,” Aycardo warned in an interview.


Among the LGUs that need to submit their reports to secure their shares for the first half of 2025 are:


Rinconada Area: Iriga City – P206,066; Baao – P56,713; Buhi – P40,796; Bato – P34,155; Balatan – P14,384; Nabua – P104,977


3rd District: Canaman – P25,939; Calabanga – P40,546; Ocampo – P19,905; Pili – P124,385


2nd District: Libmanan – P67,526; Milaor – P7,770; Pamplona – P26,262; Pasacao – P22,945


1st District: Ragay – P15,724; Sipocot – P38,912


Partido Area: Caramoan – P41,903; Garchitorena – P39,886; Goa – P66,051; Lagonoy – P17,224; San Jose – P16,744; Tigaon – P32,120; Tinambac – P14,212


In addition, the Municipal Treasurer’s Office is slated to receive P347,635, also contingent upon submission of its utilization report.


Aycardo said the PCSO CamSur branch is currently confirming whether all concerned LGUs have submitted their 2024 reports. He reiterated that transparency and accountability are non-negotiable requirements in the release of lotto funds, which are intended to benefit constituents through social services, medical aid, and community welfare programs.
