SC grants TRO: Former Albay gov cleared to run

OUSTED former Albay Governor Noel Rosal expressed gratitude to the Supreme Court for granting his appeal for a Temporary Restraining Order (TRO), allowing him to run for the gubernatorial post in the upcoming May 12, 2025, local elections.
“I would like to thank the Supreme Court for issuing the TRO. Justice has prevailed once again. I am also grateful to my fellow Albayanos for their unwavering belief in democracy. This decision is a victory for every Albayano, ensuring their right to choose a leader for our province. Regardless of political affiliations, I urge everyone to respect the Supreme Court's ruling and work toward a peaceful election in May 2025. Thank you, Lord!” Rosal stated.
Rosal is challenging the Commission on Elections (Comelec) en banc decision, which disqualified him for alleged administrative violations, citing abuse of authority. He expressed dismay over the swift ruling, emphasizing that his case is not just about his candidacy but about protecting democracy and voters' rights.
“The Supreme Court upholds the constitutional right to appeal through a certiorari petition when there is an abuse of discretion by a quasi-judicial body like Comelec. Until the SC issues a final judgment, any decision remains unenforceable,” Rosal explained.
Rep. Fernando T. Cabredo of Albay’s 3rd District, a close ally of Rosal, said the TRO further strengthens Rosal’s candidacy.
“Governor Noel Rosal's campaign is gaining momentum, even without government aid like AKAP or AICS. Despite limited resources, the overwhelming support from Albayanos is evident—wherever he goes, people rally behind him,” Cabredo said.
Seeking a third term in Congress, Cabredo attributed Rosal's favorable turn of events to the prayers of Albayanos.
The Supreme Court issued the TRO on January 21, 2025, temporarily halting Comelec's enforcement of Rosal’s disqualification, allowing him to continue his gubernatorial bid.
“If you recall, thousands of Albayanos braved the rain last January 11 to protest the Comelec en banc decision barring Governor Rosal from running. Their voices were heard through a prayer rally, urging the Supreme Court to act swiftly. We are grateful that the SC responded to the people's call,” Cabredo added.
