Solon urges fair implementation of gov’t programs

Following the involvement of Polangui Mayor Adrian Salceda in government program payouts conducted outside his town, Rep. Fernando Cabredo of the third district urged the Department of Labor and Employment (DOLE), the Department of Social Welfare and Development (DSWD), and the Commission on Higher Education (CHED) in Bicol to adhere to proper boundaries in the implementation of government programs.


In a statement released on Sunday, Cabredo reminded the DSWD, DOLE, and CHED in Bicol to strictly emphasize the importance of adhering to jurisdictional boundaries when implementing government programs.


Cabredo’s statement came after a series of incidents involving Mayor Adrian Salceda of Polangui in government program payouts across the third district of Albay.


Mayor Adrian Salceda has been endorsed by Rep. Joey Salceda (2nd District) as a candidate for the congressional post in the third district in the upcoming 2025 elections, against incumbent lawmaker Fernando Cabredo. Mayor Salceda, who is eyeing the congressional seat, is the nephew of Rep. Joey Salceda, who is planning to run for governor in the 2025 elections.


While Polangui is part of the 3rd District, Cabredo questioned Salceda’s presence at payouts organized by DOLE, DSWD, and CHED. Mayor Salceda’s participation in these payouts outside his own municipality has raised concerns about the appropriateness of his actions, particularly given the legal and ethical standards governing public officials, Cabredo said.


“I kindly remind all involved that the participation of any local official in government programs should respect the jurisdictional boundaries established by law,” Cabredo stated. “While I appreciate Mayor Salceda’s dedication to public service, it is essential that his involvement remains within the bounds of his official jurisdiction to avoid any potential concerns regarding the misuse of government resources, especially as he has announced his candidacy for Congress.”


Cabredo underscored that Mayor Salceda’s role as President of the League of Municipalities of the Philippines (LMP) - Albay Chapter does not grant him formal oversight authority over programs like TUPAD in municipalities outside Polangui. The oversight of these programs properly rests with DOLE and the respective local government units (LGUs), Cabredo emphasized.


As part of his commitment to ensuring the fair and impartial delivery of government services, Cabredo is in the process of formally reaching out to DOLE, DSWD, and CHED to request a review of protocols regarding the participation of local officials in government programs.


“My intention is to support these agencies in maintaining transparency and legal compliance in all program implementations. These programs are designed to serve our constituents without bias or political influence. I trust that all public officials will operate within the legal frameworks that ensure the trust and confidence of our people,” Cabredo said.


Cabredo stated that he is dedicated to safeguarding the integrity of government programs in the 3rd District of Albay and will continue to collaborate with relevant agencies to ensure that these programs are administered fairly and appropriately.
