SSLG District Holds Capacity-Building and Policy Training for Learner Government Teacher-Advisers

Tigaon, Camarines Sur --- To enhance school-based leadership and governance, the Department of Education (DepEd) Camarines Sur rolled out the “DEPED Cam Sur Youth Formators Capacity Building 2025”, as stated in Division Memorandum No. 48, s. 2025. In support of this initiative, the Tigaon District, through the Supreme Elementary Learners Government (SELG) and Supreme Secondary Learners Government (SSLG) headed by Ma’am Dina Candelaria of Tinawagan Elementary School and Ma’am Gigi M. Cosejo of San Rafael National High School.


The three-day Learning and Development Program focused on the operationalization of the Learner Government Program, club and organization management, leadership discipline, and the professional development of teacher-advisers. The event was held with the theme “District Reframing the Professional Development Learner Government Teacher-Advisers 2025.”


This initiative aims to empower Teacher-Advisers by equipping them with updated skills and knowledge related to educational policy, student governance, and youth development. The program provides a platform to reflect on their roles, enhance their leadership guidance skills, and adopt innovative practices in managing learner governments.


Through interactive sessions, participants will explore topics such as policy-making, program implementation, and student leadership development. The exchange of feedback and insights is expected to inform improvements in learner government practices and policy formation at the district level.


The initiative underscores the critical role of Teacher-Advisers as key stakeholders in inclusive, learner-centered governance. It also seeks to strengthen student leadership structures that foster civic responsibility and active participation among students. By investing in the professional growth of Teacher-Advisers, DepEd Camarines Sur aims to cultivate a new generation of competent and community-oriented young leaders.

Our compassionate, innovative, and committed principals as deliver their welcome remark (Sir Benjamin B. Papa, Principal of Tinawagan Elementary School and Sir Joel B. Dela Vega, Principal of San Rafael National High School.) Both principals highlighted mentorship, leadership development, and organizational management. Most key points focus on values, excellence, resilience, and future aspirations.


The program featured a lineup of distinguished speakers who tackled essential topics designed to strengthen student governance, organizational effectiveness, and the advisory roles of teachers. With a deep commitment and continuous learning and professional growth, our resource speakers are the SSLG teacher-advisers of 4th District to wit; Ma’am Marissa Clavano of San Jose National High School, Ma’am Maria Ferly Pereira of Goa Science High School, Ma’am Lailaney M. Brucelas of Halawigogon Elementary School, Sir Benjoe Rosin of Sangay Elementary School, Ma’am Joviemin Bruzo of La Salvacion National High School.


These sessions provided participants—both teacher-advisers of SELG and SSLG—with practical tools and structured knowledge aimed at promoting effective governance, responsible leadership, and sustainable program implementation within the school community.


It centered on DepEd Memo No. 66 s.2017, highlighting the documentation requirements and responsibilities of teacher-advisers during off-campus activities. It emphasized the importance of securing parental permits, insurance policies, and SSLG-issued participation permits. Discussions tackled the accreditation of clubs and organizations, with clarity provided on the importance of compliance with above-mentioned memorandum which emphasized the creation of resolutions, advisories, and addendums for efficient communication and implementation of activities.


In a highly interactive session, Ma’am April B. Motos our Division Youth Formation Coordinator addressed questions from teacher-advisers regarding student eligibility in competitions, particularly when clubs are not accredited. She clarified that participation is allowed if the memo doesn’t restrict it to specific clubs, but emphasized the necessity of compliance with documentation requirements.


The event concluded with a strengthened commitment among teacher-advisers to uphold transparency, policy compliance, and effective student leadership development. Overall, the two- day training was seen as a productive platform for professional growth, collaboration, and policy awareness among teacher-advisers across the district.
