THE Sangguniang Panlungsod of the City Government of Naga has approved on third and final reading an ordinance renaming Liboton Street in Barangay Liboton to J. Antonio Carpio Street, in honor of the late Atty. Jesus Antonio Matamorosa Carpio, a distinguished son of the barangay and a revered figure in the Philippine legal history.
A native of Naga City, Atty. Carpio served as Director of the National Bureau of Investigation (NBI) during the administration of the late President Corazon C. Aquino.
In November 2023, he was recognized as one of the Heroes of Martial Law by the Bantayog ng mga Bayani, a distinction reserved for Filipinos who courageously fought for democracy during one of the darkest periods in the country’s history.
The renaming was initially proposed through Barangay Resolution No. 2024-024, authored by Barangay Kagawad Alex Pilapil, and approved through a joint and collective motion by the Sangguniang Barangay of Liboton on November 23, 2024, following a public consultation.
The resolution was later endorsed to the Sangguniang Panlungsod by Punong Barangay Ronald Luntok, and sponsored in the City Council.
The ordinance addresses not only the community’s desire to honor a local hero, but also a long-standing concern regarding confusion in communication and navigation caused by the current naming of “Liboton Street” in Barangay Liboton.
The Committee on Culture and the Arts, chaired by City Councilor Joe Perez, played a pivotal role in shepherding the ordinance to its final approval, ensuring it passed before the final session of the 14th Sangguniang Panlungsod on June 24, 2025.
With this renaming, Naga City pays tribute to the legacy of Atty. Carpio and ensures that his contributions to justice, freedom, and public service are remembered by generations to come.
