  • AFP tackles social media strategies vs fake news on West Philippine Sea

    By Karen Anne Bernadas PILI, Camarines Sur --- The Armed Forces of the Philippines (AFP) held a hybrid digital and social media summit for the Visayas on July 30 and 31, acknowledging that today’s battlefield now includes the information space as well as physical borders. The summit aimed to help government communicators, public information officers, and military vloggers learn how to counter Chinese state-sponsored disinformation and support the country’s message about the West Philippine Sea (WPS). In Bicol, some military officers from the 9th Infantry Division, local media and personnel from the Philippine Information Agency participated virtually from Camp Elias Angeles here. Colonel Edgardo Talaroc, Civil-Military Operations Joint Task Force commander, discussed the nature, characteristics, and long-term effects of cognitive warfare. Talaroc emphasized maximizing official social media platforms to promote factual information on WPS, and counter the spread of fake news and disinformation online. Meanwhile, Colonel Paul Anthony Guerrero, commander of the General Headquarters and Headquarters Service Command, said that the AFP is now fighting two simultaneous battles: the physical defense of the country’s territorial integrity and the non-physical battle in the cognitive domain. Guerrero explained that failing to integrate kinetic (physical) and non-kinetic (information and narrative) operations could weaken the country’s position in the information space. “The next battle after the physical battle is the cognitive battle, and most of that happens in social media,” he said, describing the human mind as the ultimate battlefield where hostile actors seek to influence public perception. He encouraged military vloggers and public affairs officers to use their digital platforms responsibly to combat misinformation. “By training these influencers, the AFP aims to transform them into vanguards of truth who can proactively neutralize fake news before it takes root,” Guerrero said. Guerrero said that China employs various tactics to shape public perception, including obstructing Philippine resupply missions through dangerous maneuvers, using water cannons to intimidate Filipino forces, and spreading distorted narratives and propaganda to influence both domestic and international audiences. Both Guerrero and Talaroc urged participants to maximize official social media platforms in promoting factual information and reinforcing that the Philippines upholds the rules-based international order. “The ultimate goal of these digital strategies is to foster social cohesion and patriotism. Empowered people who are well-informed are more resilient and possess a stronger will to fight for our sovereignty,” Guerrero added. The summit also highlighted the growing role of social media influencers within the uniformed service in promoting responsible online engagement. Active-duty Philippine Army officer and military content creator McKwyn Storm, who has more than 200,000 Facebook followers, shared that the summit reminded participants that social media is more than just a platform for sharing content. “We should use it with integrity, responsibility, and purpose because social media is a powerful tool to educate, inspire, and serve our nation. We have a responsibility, so every post while wearing the uniform should be intentional, factual, and helpful for nation-building,” she said in her vlog. Participants likewise said that the summit strengthened their understanding of strategic communication in the digital age. We believe that the West Philippine Sea is ours because we have historical and legal bases for our claim. The Permanent Court of Arbitration ruled in favor of the Philippines on July 12, 2016.   • Over P51.8M in cash aid distributed to 22,309 Bicol fisherfolk

    MORE than P51.8 million in financial assistance has been distributed to 22,309 qualified fisherfolk in the Bicol Region under the Presidential Assistance for Farmers and Fisherfolk Program (PAFFP), the Department of Agriculture–Bureau of Fisheries and Aquatic Resources (DA-BFAR) Bicol reported. The beneficiaries included 4,329 fisherfolk in Albay, 2,542 in Camarines Norte, 5,272 in Camarines Sur, 2,225 in Catanduanes, 4,045 in Masbate, and 3,896 in Sorsogon. The PAFFP is part of the national government’s continuing efforts to provide immediate financial assistance to qualified fisherfolk, helping them sustain their livelihoods and cope with the challenges confronting the fisheries sector. DA-BFAR Bicol said the successful payout of the cash assistance was made possible through the cooperation of local government units (LGUs), Municipal Agriculture Offices (MAOs), provincial governments, and congressional district offices, ensuring the orderly, safe, and efficient distribution of aid to beneficiaries. The agency reaffirmed its commitment to continue implementing programs that strengthen the fisheries sector and improve the welfare of fisherfolk throughout the Bicol Region.

    SEVEN priority bills authored and filed by Camarines Sur’s 3rd district Rep. Nelson S. Legacion Sur have been approved on first reading in the House of Representatives, marking the initial step in the legislative process for measures aimed at improving healthcare, disaster preparedness, social protection, and support for farmers, fisherfolk, and persons with disabilities. The proposed measures include the Liver Center of the Philippines Bill, Plasma Donation and Collection Act, Philippine Blood Center Act, Dignified Agricultural and Fishery Retirement Act, Free Relief Goods Transportation Act, Disaster Food Banks and Stockpile Act, and a bill granting lifetime validity to identification cards issued to persons with permanent disabilities. The healthcare-related bills seek to strengthen the country’s medical services by improving access to specialized liver care, promoting plasma donation and collection, and establishing a more efficient and sustainable national blood service system. Meanwhile, the proposed retirement measure aims to provide social protection and retirement benefits to farmers and fisherfolk, while the disaster-related bills seek to ensure the timely delivery of relief goods and establish food banks and stockpiles that can be readily mobilized during emergencies and calamities. Another measure seeks to exempt persons with permanent disabilities from the repeated renewal of their identification cards by granting them lifetime-valid IDs, reducing unnecessary expenses and inconvenience. Legacion welcomed the approval of the seven measures on the first reading, describing it as an encouraging start in pursuing legislative reforms that respond to the needs of Filipinos. The bills will undergo further deliberations in the House before they can advance through the succeeding stages of the legislative process.

  • LGU complies with solid waste law through donated compactor truck

    By Paulo DS Papa THE City Government of Naga is set to fully comply with Republic Act (RA) 9003, or the Ecological Solid Waste Management Act of 2000, as the garbage compactor truck donated by the Okada Foundation begins operating in Central Business Districts I and II this August. City Mayor Leni Robredo worked to secure the equipment, which was donated by the Okada Foundation and delivered from Japan, according to Engr. Joel Martin, head of the Solid Waste Management Office (SWMO). Martin said the garbage compactor truck has several features that help conceal foul-smelling garbage during transport to the Naga City Sanitary Landfill, in compliance with the requirements of RA 9003. The truck can carry about 14 cubic meters, or approximately three tons of waste, in a single collection trip, particularly from the Naga City People’s Mall, Martin said. Despite the acquisition of the new truck, Martin urged the city government to allocate funds for the procurement of four additional garbage compactor trucks, which he hopes will be included in the 2027 annual budget. He said the proposed purchase of the additional equipment had already been included in the SWMO’s proposed 2026 budget, but the city lacked sufficient funds to finance the acquisition. Martin added that the SWMO will continue pursuing the procurement of the additional compactor trucks next year. The proposed purchase was excluded from this year’s annual budget after City Councilor Elmer Baldemoro, chairman of the Committee on Appropriations, explained that private institutions and organizations had committed to donating additional garbage compactor trucks. Martin estimated that a single garbage compactor truck costs around P10 million.
